The Baltic Command and Control Information System (BALTCCIS) is being developed by the German Air Force as part of its bilateral co-operation with countries that might join NATO in the future, in this case Estonia, Latvia and Lithuania. The system will be designed to provide a shared data pool and deliver the necessary information to make critical command decisions about the deployment and allocation of shared resources.

The system could become a model for future cross-border NATO command and control implementations. To date, national command and control systems have been developed in NATO countries, but these have used non-standard data models specific to each country. BEA's adherence to industry standards in the BEA WebLogic Enterprise The previous name for BEA's CORBA ORB, which later became part of the BEA Tuxedo platform. For a while, WebLogic Enterprise was the name of the entire product suite, but Enterprise was later dropped. See BEA Tuxedo.  Platform(TM) can make adherence to a common data model easier.

"BALTCCIS is a prototype which could well be a model for other NATO countries," said lieutenant colonel Hans-Herbert Strunz, project director of BALTCCIS. "Standards compliance is absolutely key to ensure a highly flexible framework, enabling military systems to respond adequately to events such as troop movements."

"The proven capabilities of BEA WebLogic A software suite from BEA Systems, Inc., San Jose, CA (www.beasys.com) that is used to deploy Web and SOA applications. The core product is BEA WebLogic Server, a J2EE application server.  Server(TM) will help the German Air Force's command and control information system," added Strunz. "For us, the project offers the chance to gain and exploit essential knowledge for the German Federal Armed Forces."

Once complete, the BALTCCIS system will be divided into two functional areas: Command and Control and Common Support. Command and Control will use BEA WebLogic Server as the platform for industry standard Enterprise Java Beans-based business logic, and a Microsoft SQL SQL
