BASE CONTRACT AWARD PROTESTED.

EDWARDS AIR FORCE BASE Edwards Air Force Base, U.S. military installation, 301,000 acres (121,805 hectares), S Calif., NE of Lancaster; est. 1933. It is one of the largest air force bases in the United States and has the world's longest runway.  - Computer Science Corp. has filed a protest that another company won a $1.7 billion, 15-year Air Force contract, displacing the firm from test range support work it has done for years.

CSC is protesting the contract awarded earlier this summer to JT3, a Nevada partnership. The protest was filed under seal with the Court of Federal Claims.

``The contents are not releasable,'' CSC spokesman Frank Pollare said. ``Our basic argument is the Air Force failed to make a proper and reasonable contract award.''

CSC did not seek an injunction, so the transitioning of the work from CSC to JT3 will continue until otherwise directed by the court, Pollare said.

Air Force officials said it is policy not to publicly discuss litigation An action brought in court to enforce a particular right. The act or process of bringing a lawsuit in and of itself; a judicial contest; any dispute.

When a person begins a civil lawsuit, the person enters into a process called litigation.
. However, a spokesman did say the Air Force has reached an agreement with CSC and JT3 allowing for a longer transition period between the two companies while the court evaluates the claim.

The transition was originally scheduled to end Oct. 1 but will now last two more months.

Under the contract, JT3 will provide support for Edwards' Air Force Flight Test Center, the Nevada Test and Training Range The Nevada Test and Training Range (NTTR) is a training facility of the United States Air Force located in the desert of southern Nevada in the United States. JT3 will provide operations and maintenance, engineering and technical services for threats, instrumentation, communications and data system.

JT3 will also provide hardware and software support; modeling, simulation and training; equipment modifications; information technology; test planning; scheduling and execution; and data collection, reduction and analysis.

Most of CSC's 1,000 Edwards Air Force Base employees are expected to transfer to JT3. Most CSC employees at Edwards, as well as workers at other bases, will be hired at the same compensation they have been getting, according to according to

JT3 is a limited liability corporation formed by EG&G Technical Services and Raytheon Technical Services Co.

EG&G operates military ranges and facilities in New Mexico New Mexico, state in the SW United States. Raytheon provides technical, scientific and professional services (job) professional services - A department of a supplier providing consultancy and programming manpower for the supplier's products.  for the military, other arms of the federal government and private companies.
