BART Presents Its Preliminary Operating Budget for 2003; $28 Million Shortfall.

 BART General Manager Thomas E. Margro, who presented the preliminary budget to the system's Board of Directors, the District's projected revenue for fiscal year 2003 is $410.8 million, presenting a gap that must be closed to balance the FY 03 budget.
