BART's 'Cure for Congestion' to treat I-680/24 bottleneck; additional BART trains will carry passengers around the ugly traffic jams that have clogged the I-680/24 interchange during Caltrans' massive freeway widening project.

OAKLAND, Calif.--(BUSINESS WIRE)--July 7, 1995--Ceremonies marking the beginning of direct BART train service between Concord and Bay Fair will be held on Monday morning, July 10, the first day of the new service.

BART, with funding from the California Department of Transportation The California Department of Transportation (Caltrans) is a government agency in the U.S. state of California. Its mission is to improve mobility across the state. It manages the state highway system and is actively involved with public transportation systems in California.  (Caltrans) and the Federal Highway Administration The Federal Highway Administration (FHWA) is a division of the United States Department of Transportation that specializes in highway transportation. The agency's major activities are grouped into two "programs," The Federal-aid Highway Program and the Federal Lands Highway  (FHWA FHWA Federal Highway Administration (US DoT) ), is launching the program to help alleviate traffic during the remainder of the I-680/24 freeway reconstruction at the thoroughly congested con·gest·ed

It is the trade and shipping center of an extensive agricultural area where walnuts are among the major product. . The interchange has become a bottleneck A lessening of throughput. It often refers to networks that are overloaded, which is caused by the inability of the hardware and transmission lines to support the traffic. It can also refer to a mismatch inside the computer where slower-speed peripheral buses and devices prevent the CPU  during Caltrans' massive reconstruction project, backing traffic up in all directions along I-680 and Highway 24 during the morning and evening commutes.

The special BART service is part of Caltrans' "Cure for Congestion The condition of a network when there is not enough bandwidth to support the current traffic load.

" campaign designed to alleviate traffic in the bottleneck by taking people out of their cars. As part of the program, Caltrans is also funding the upgrade and continued availability of a parking area at the Pleasant Hill BART Station. The unpaved lot the public has been using will be paved and striped for parking.

"This is a quick, efficient way to help alleviate the growing traffic congestion on 680/24," said BART Board Vice President Dan Richard, who represents much of Central Contra Costa Contra Costa can refer to:
  • Contra Costa County, California
  • Contra Costa (railroad ferryboat)
County. "Caltrans is making enormous strides in its improvements to the freeways there, but the interim is dire woe for commuters -- and it will only get much worse as Caltrans' work progresses. It is BART's obligation to help ease the strain on the people of Central Contra Costa County."

BART Director Margaret K. Pryor, who represents portions of Alameda Alameda (ăləmē`də, –mā`də), city (1990 pop. 76,459), Alameda co., W central Calif., on an island just off the eastern shore of San Francisco Bay; settled 1850, inc. as a city 1884.  County, said, "In addition to helping commuters from Central Contra Costa County, these additional BART trains will better serve both the people who live in Alameda County and the businesses of the county. Many people don't realize this, but far more commuters from Central Contra Costa County travel to Alameda County than to San Francisco San Francisco (săn frănsĭs`kō), city (1990 pop. 723,959), coextensive with San Francisco co., W Calif., on the tip of a peninsula between the Pacific Ocean and San Francisco Bay, which are connected by the strait known as the Golden , and more of them commute to downtown Oakland Downtown Oakland is the central business district in Oakland, California. This part of town is bounded, depending on the definition used by either Interstate 880 or the Oakland Estuary on the southwest, Interstate 980 on the northwest, Grand Avenue on the northeast and Lake Merritt , Berkeley and Alameda than commute to downtown San Francisco. So these trains will serve not just commuters heading across the Bay, but the nearly 24,000 commuters who are headed down here, to the business hubs of downtown Oakland and its surrounding environs.

"Workers in Alameda County will be offered more trains to their work sites downtown and along the East Shore, while commuters from Central Contra Costa County will arrive at their jobs -- wherever they are -- far, far more refreshed than if they had to fight that horrible traffic at the 680/24 interchange."

BART General Manager Richard A. White Richard A. White is an American public transportation official who served as the CEO and General Manager of the Washington Metropolitan Area Transit Authority, from 1996-2006[1].  heralded the new Special service noting that, "While some commuters will have to transfer trains, they will be afforded more trains to their final destinations. In many if not most cases they will be able to get to work sooner and, of course, not feeling stressed out. The drive through the 680/24 interchange has become intolerable in the past months."

The Special five-car BART trains -- two trains in the morning and two in the evening, Mondays through Fridays -- will offer commuters:
