Airport Commissioner Joseph Aredas, who is the Van Nuys representative on the panel, had introduced the resolution calling for quicker action in halting operations of the jets.

Villaraigosa, whose campaign last year included a promise to eliminate the noisy aircraft, immediately embraced the plan.

, lays the groundwork for this progress," Villaraigosa said. "I have long advocated for the phaseout, but it needs to be done in a manner that meets Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  requirements and respects the needs of owners and operators."

The plan submitted by Aredas calls for studying ways to phase out Stage 2 aircraft and establishing a cap on Stage 3 aircraft.

The Federal Aviation Administration categorizes sound levels from jets at three levels, with Stage 1 being the loudest and Stage 3 being the quietest. Stage 1 aircraft are banned in the United States.

Coby King, a member of the airport's Citizens Advisory Council, said the action is long overdue.

"The master plan makes a number of promises to the community," King said. "Moving forward to a Stage 2 phaseout was one of the main things."

Gerald Silver of the Homeowners of Encino and a longtime critic of the airplanes, praised Villaraigosa for pushing the issue.

"This has been on the back burner for years and years," Silver said. "It's nice to see 30 years later that we are addressing this. All residents are asking for is balance."
