BALLOT INITIATIVES.


There will be 12 ballot measures on the March 26 primary, including five placed there by voters through the initiative process. Here are brief summaries of the ballot measures:

PROPOSITION 192: Would issue $2 billion in bonds to complete the California Department of Transportation's seismic retrofitting program of state highways and bridges.

PROPOSITION 194: State prisoners would not be able to collect unemployment benefits when they are released.

PROPOSITION 195: Murders committed during a carjacking The criminal taking of a motor vehicle from its driver by force, violence, or intimidation.

PROPOSITION 196: Murders committed during a drive-by shooting drive-by shooting Public health A phenomenon in which one or more persons–commonly members of street gangs, open fire à la Al Capone from moving vehicles, often in retaliation for an alleged wrong-doing by a rival gang  would be a crime eligible for the death penalty.

PROPOSITION 197: Would eliminate provisions making mountain lions, which are not endangered or threatened, a specially protected mammal in California.

PROPOSITION 198: This initiative would allow voters to participate in an open primary with a single ballot for all candidates instead of separate ballots by party affiliation.

PROPOSITION 199: This voter initiative would eliminate rent-control provisions for an estimated 500,000 mobile-homeowners in California.

PROPOSITION 200: This voter initiative would limit damages paid by insurance companies, regardless of who is to blame for an accident, and would require motorists to show proof of insurance when they register their vehicles.

PROPOSITION 201: This voter initiative would require the losing party to pay attorney fees in class-action and shareholder lawsuits.

PROPOSITION 202: This voter initiative would limit the fees clients must pay to attorneys in personal injury cases.

PROPOSITION 203: Would issue $3 billion in bonds to build new schools and maintain existing ones, mostly in fast-growing rural and suburban areas.
