This time around, the visitors wanted to talk to teens involved in student council. Self-rule at all levels of society is a concept Albanians are embracing six years after the end of the Soviet era, Byrd said. ``I feel (student government) is an important issue to face, because their country's going to need them,'' she said. ``They really are determined to build a democracy, and they know that that's difficult,'' added Byrd, who visited Albania at the end of March. ``Their young people need some hope and they need to be directed.'' In return, several college professors and administrators, including the academic dean and a political science instructor, have made trips to the Balkan nation. ``They have tried to make themselves available to these people as they're restructuring their country,'' Byrd said. ``It was probably one of the most closed countries in the Communist sector.'' The visitors are linked to the Albanian Educational Development Project, which aims to reconstruct public schools in the capital city of Tirana. The project, partially underwritten with donations from billionaire New York New York, state, United States New York, Middle Atlantic state of the United States.
