Eagle Scout is the highest honor awarded by the Boy Scouts. Briggs, a junior in high school, is the son of Pat and Betty Briggs of Harrisburg. He earned 26 merit badges and served in a variety of leadership positions. His service project, completed for Quivefull, involved rebuilding and ensuring the structural integrity of a food booth. The project required 221 hours and 20 helpers. OPPORTUNITIES Competition calls for teens' short videos Youth Visions, a Eugene-based nonprofit organization, invites high school students to submit short videos to its 2005 festival. Selected videos will be shown at the annual Youth Visions Festival at Churchill High School on May 13. Creators of the top videos will win video equipment and editing software. Submitted videos can be up to five minutes long and must address one of two topics: ``Identity'' or ``Illusions.'' Interested students should complete a registration form and send the $15 fee to Youth Visions by March 15. The deadline for videos is April 22.
