Arabian said he would be interested in serving as inspector general but would like more information before accepting the position. ``I have been a public servant for a lot of years. I know they need help,'' he said. ``They need someone to take a look at what's happening.'' But civil rights advocates questioned whether Arabian would pay enough attention to inmate rights. ``I just never really thought of him as a strong advocate of civil rights or constitutional rights,'' said Gerald F. Uelmen, a law professor at the University of Santa Clara and a top scholar about California's high court. Ramona Ripston, executive director of the American Civil Liberties Union American Civil Liberties Union (ACLU), nonpartisan organization devoted to the preservation and extension of the basic rights set forth in the U.S. Constitution. of Southern California, said the Board of Supervisors should be selecting the candidate, not Baca. ``You can't have the inspector general being beholden be·hold·en adj.
