Axiolog President Testifies Before Congress on Best Business Practices for Securing Borders.

Capt. H. Salloum, CEO and president of Michigan-based Axiolog, an international e-logistics company, testified before the U.S. House of Representatives Select Committee on Homeland Security Weds, July 23. The committee, which held hearings on "Best Business Practices for Securing America's Borders" also heard testimony from Boeing Corporation, The O'Gara Company and The Atmel Company.

Salloum outlined a comprehensive approach to international cargo security, emphasizing the need to use industry data streams to "watch" shipments from their point of origin to their final destination, giving law enforcement officials vital information to help flag suspicious cargo well in advance of its arrival at U.S. borders. He emphasized that a comprehensive solution must provide commercial benefits to the cargo industry in order to obtain industry cooperation in sharing data with security officials.

"Security and efficiency must go hand in hand," Salloum said. "Efficiency by itself threatens security, and security by itself could strangle commerce."

The founder of the Secure Cargo Anti-terrorism Coalition, Salloum stated that the security burden should not rest on the shoulders of governments and ports alone, but be shared with the private sector. He predicted widespread acceptance and cooperation by the shipping supply chain if the system adopted provides commercial benefits through increased efficiency. Such benefits, Salloum said, would enable the system to pay for itself, through 10-15% savings across the entire supply chain.
