The American Foreign Service Association The American Foreign Service Association (AFSA), established in 1924, is the professional association of the United States Foreign Service. With over 12,000 members, AFSA represents 23,000 active and retired Foreign Service employees of the Department of State and Agency for  withdrew its prestigious award for "constructive dissent" given to John M. Evans John Morgan Evans (January 7, 1863 - March 12, 1946) was a U.S. Democratic politician.

He was born in Sedalia, Missouri. He was elected as a Democrat to the United States House of Representatives from Montana and served from March 4, 1913 to March 3, 1921.
, U.S. ambassador to Armenia. Evans had invoked the word "genocide genocide, in international law, the intentional and systematic destruction, wholly or in part, by a government of a national, racial, religious, or ethnic group. " to describe the deaths of 1.5 million Armenians at the hands of Turks in 1915. For his courage and outspokenness, he won the association's award. But his remarks drew the ire of Turkey, causing Evans to issue a statement calling the use of the word "genocide" inappropriate.
