Nicoll examines the role of public sector audit and considers how the model of practice used in Australia may be applied in emerging democracies and developing countries. He also defines the characteristics of Supreme Audit Institutions and explains what kind of authority is needed in order for them to carry out their work. He concludes with a discussion of likely future reforms to the SAI's legal framework.
