Atlantic Richfield plans a Moscow office.

Atlantic Richfield Co. will open an office in Moscow with the intention of exploring in the upper reaches of the Soviet Union's oil-rich far east frontier.

The area of greatest interest to Arco is beyond eastern Siberia Eastern Siberia is a part of Siberia that incorporates the territory located between the Yenisei River in the west and the Pacific Ocean divides in the east. Its area is equal to 7.2 million sq. km.  and north of the Sakhalin Islands Sakhalin Island

Cook was born in Louisiana on June 17, 1928. He received a Bachelor's degree in mathematics from Louisiana State University in 1950.
