Northeast-South Line East-West Line . If the DeKalb County Commission and the Atlanta City Council approve the plan, MARTA expects to lease its south line to an investor for about $600 million over 32 years. MARTA would use $30 million of that amount to upgrade the transit system, putting the rest of the money into a trust fund. The investor holding the lease will be able to write off the depreciation of the equipment over the term of the lease to reduce its tax liability. At the end of the 32-year lease, MARTA would then use the accumulated trust money to lease back the south line from investors. As part of the deal, the investor would have no authority over how MARTA operates the south line, which runs to Hartsfield Airport. (Source: The Atlanta Journal-Constitution, October 2, 2002) |
