Atlanta Led All Markets in Apartment Construction Last Year.A slight softening softening /sof·ten·ing/ (sof´en-ing) malacia. softening a change of consistency, with loss of firmness or hardness. occurred in the apartment construction market last year. Apartment permits issued nationally declined 7 percent last year to 326,000 units from 351,000 in 1999. The decline in permit activity was a sharper drop than in apartment unit starts. They declined only 2 percent to 295,000 units from 300,000 units in 1999. Inventories of permits did drop by the end of last year. We examine the trends here in the most active apartment construction markets. (Please note that the permit numbers we use here for 2000 are preliminary and contain U.S. Department of Commerce imputations for non-reporting permit jurisdictions.) A net of about 40,000 jobs were added to its economy over the year period ending in December. It has added 37,000 jobs over each of the two previous years. Rent increases are likely to moderate from the 7 percent rate for last year. Vacancy rates should rise only slightly. Apartment construction in turn will moderate back toward the 5,000 to 6,000 unit range. Phoenix-Mesa was the third largest issuer of apartment permits last year. The 10,200 units issued permits in the area were up 13 percent from the 9,000 units for 1999. Apartment construction in the greater Phoenix area has been relatively stable at high levels for several years. So has its apartment vacancy rate moving closely around the 6 percent level. Employment growth in the Phoenix-Mesa area has been strong since 1991. Employers in the area added about 57,000 jobs over the year period ending in December. This was only moderately under the 66,500 jobs added in 1999. Several companies have announced layoffs over the past few months for operations in Phoenix. The numbers of jobs lost were relatively small and totaled only about 1,300. Considering that the metro area had an unemployment rate of 2.5 percent in January January: see month. there will be little impact on the local economy. The Phoenix apartment market should continue to remain stable this year. Orlando has an apartment construction market that is softening. Permits for apartments totaled 9,200 units last year, and placed it fourth among all metropolitan areas. Last year's production was down 28 percent from the 10,600 units for 1999. Completions of new units have been high for the past three years and the rental vacancy rate has risen to about 7 percent, the highest level in several years. New supply is larger than demand. Economic growth is strong enough to prevent a major problem from developing in the apartment market. The only real danger would be the development of a national recession. Tourism, the major driver in the Orlando economy, is very cyclically sensitive. The remainder of the top ten apartment construction markets last year include: New York New York, state, United States New York, Middle Atlantic state of the United States. It is bordered by Vermont, Massachusetts, Connecticut, and the Atlantic Ocean (E), New Jersey and Pennsylvania (S), Lakes Erie and Ontario and the Canadian province of , 9,037 units (34 percent increase); Chicago Chicago, city, United States Chicago (shĭkä`gō, shĭkô`gō), city (1990 pop. 2,783,726), seat of Cook co., NE Ill., on Lake Michigan; inc. 1837. , 8,896 units; Seattle-Bellvue-Everett, 8,896 units; Washington Washington, town, England Washington, town (1991 pop. 48,856), Sunderland metropolitan district, NE England. Washington was designated one of the new towns in 1964 to alleviate overpopulation in the Tyneside-Wearside area. , DC-MD-VA-WV, 8,798 units; Los Angeles-Long Beach 7,754 units (40 percent increase); and, Austin-San Marcos, 7,002 units. All of these markets have strong economies, but probably will experience some very limited moderation in apartment permits this year.
