On the international level, Atlanta is the headquarters of CARE, one of the world's largest private international humanitarian organizations. Founded in 1945 to provide relief to survivors of World War II, CARE now encompasses 11 organizations dedicated to ending poverty in the Americas and around the world. Another of Atlanta's global institutions is The Carter Center, chaired by former President Jimmy Carter, whose mission is to prevent and resolve conflicts, enhance freedom and democracy, and improve health. The Carter Center has been a strong advocate on issues like arms limitation in the Western Hemisphere and the eradication of River Blindness. Since The Carter Center and its partners began the River Blindness Program in 1996, the number of people at risk in the Americas has fallen from 4.7 million to an estimated 500,000 persons today. "Atlanta and the state of Georgia are rising stars in international business and continue to gain momentum as a leading destination for trade, investment and tourism," says Atlanta Mayor Shirley Franklin.
