Atkinson, Washington, Zachry submits lowest bid on MWD reservoir contract.


joint venture of Atkinson, Washington and Zachry was the apparent low bidder Wednesday for a $384 million contract with the Metropolitan Water District to build two of the three dams that will form Southern California's largest reservoir.

The bid to build the dams for MWD's Eastside Reservoir Project near Hemet in Riverside County would be the single largest construction contract in the water agency's 67-year history. Metropolitan's board of directors is expected to act on the contract award at its Dec. 12 meeting.

The low bid of $384,150,000 was followed by submittals from a joint venture between Kiewit Pacific and Granite of Vancouver, Wash., at $395,566,960, and a Sylmar-based joint venture of Tutor-Saliba Corp., Perini Corp., Buckley & Co., and O&G Industries, at $437,259,350.

"The closeness of today's bids demonstrates that there is stiff competition out there for work like this," said Dennis Majors, MWD's manager of the Eastside Reservoir Project. Metropolitan's engineering estimate on the contract was $476 million.

Following Wednesday's process, the apparent low bid will be reviewed for adequacy over the next few days to ensure that it meets district specifications before being submitted to Metropolitan's board.

As designed, the west dam will be 1.7 miles long, 285 feet high, 1,200 feet wide at its base and 40 feet wide at its crest. Embankment fills for the west dam will hold about 60 million cubic yards of earth and rock.

The smaller saddle dam, which will fill a low spot on the northern rim of the reservoir, will hold 2.6 million cubic yards of fill materials.

Expected to begin in February 1996, construction of the west and saddle dams will take about 3 years to complete.

The project's third dam on the east end, which will go out for bid in the spring of 1996, will be 2 miles long, 185 feet high, 800 feet at the base and 40 feet at the crest. Combined, the dam project will be constructed with more than 100 million cubic yards of earth and rock.
