Association Health Plans Legislation Introduced.Reps. Ernest Fletcher (R-KY) and Cal Dooley (D-CA) and Sen. Tim Hutchinson (R-AR) introduced companion bills that will allow associations to offer health plans to their members and their members' employees across state lines under the federal ERISA See Employee Retirement Income Security Act.
