Assessment of Gender Orientation of the New Partnership for Africa's Development (NEPAD). (Assessment).


These are excerpts from a paper authored by Sarah Longwe, FEMNET's Chair. The paper assesses the adequacy of the New Partnership for Africa's Development New Partnership for Africa's Development (NEPAD) is an economic development program of the African Union. The NEPAD was adopted at the 37th session of the Assembly of Heads of State and Government in July 2001 in Lusaka, Zambia.  in recognising and addressing gender issues. Given the fact that the NEPAD NEPAD New Partnership for Africa's Development  lays a special emphasis on creating improved conditions for development as concerns the democratic process, good governance The terms governance and good governance are increasingly being used in development literature. Governance describes the process of decision-making and the process by which decisions are implemented (or not implemented).  and human rights, the paper focuses at examining the place of gender issues in these conditions for development.

Longwe begins by noting that the NEPAD states a faint policy goal on the promotion of women's role in social and economic development, assuring their participation in political and economic life, but does not ensure the translation of the same into programme goals. There is instead an overall programme "to promote the role of women by eliminating gender discrimination in primary and secondary school enrolment". No justification, she says, has been given for. choosing increased schooling as the only means towards achieving gender equality and women's empowerment. This would seem to be a curiously indirect approach, given the NEPAD's claimed interest in goals to improve democracy, governance and human rights.

 gender discrimination. The unsatisfactory attempt to formulate a gender goal in the area of 'gender equality and women's empowerment' merely reveals the author's implicit belief that women's subordinate position is due to their own inadequacies thus more education is recommended.

The NEPAD needs complete revision if it is to recognise and address the gender issues which are intrinsic to all problems which be addressed in African Development.

If the NEPAD is to take an interest in women's participation within state governance, then clearly this involves women's empowerment, may be defined in large part as women's increased control over public decision making. Such empowerment is women's route to changing the practices and laws that discriminate against them, and achieving an equitable gender division of labour and allocation of resources allocation of resources

Apportionment of productive assets among different uses. The issue of resource allocation arises as societies seek to balance limited resources (capital, labour, land) against the various and often unlimited wants of their members.

Goals of gender equality are kept separate from the area of democracy and governance and are instead located in the area of social and economic development. It might be thought that apparent separation at the policy level is a mere conceptual lapse, or not intended or that too much should separation. But the whole NEPAD is faithful to this separation. The subsequent text reveals absolutely no gender component in the areas of Democracy and Political Governance or Economic and Corporate Governance Corporate Governance

Despite the hopeful policy goal that mentions assuring women's 's participation in political and economic life, there no follow-through to the actual programme goals and activities by which such a policy might be achieved. On the contrary, little attention is given to gender oriented objectives in the area of gender equality in access to schooling and access to credit. But it is precisely in the areas of democracy, governance and human rights where action needs to be taken to end the legalised and bureaucratised syst em of structural gender that women may achieve equality of opportunity according to according to

The NEPAD is a statement written by male heads of governments who are, in varying degrees, staunchly patriarchal. In their home countries these governments tend to represent and defend the patriarchal status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy. . Should we then be surprised if NEPAD has little recognition of gender issues and even smaller intention to address them? More important, what are the strategies -- if in deed in fact; in truth; verily. See Indeed.

Given the difficulty of a consultation process to establish a widespread African women's consensus on the priority gender issues to be addressed within NEPAD, it is suggested that the 1.995 Dakar and Beijing Platforms for Action should be used as the basis for identifying the Gender issues that need to be addressed, and the appropriate strategies for doing so... The Dakar document is the best source of information on African women's identification of the range of gender issues they would like to see addressed, whereas the Beijing document provides the more comprehensive 'shopping list' of alternatives strategies for addressing any particular gender issues.

The author recommends the creation of a Gender Advisory Committee to assist NE PAD planners in writing gender-oriented document. This should reflect intentions on gender equality and women's empowerment, with proper planning logic and coherence. Policy statements on gender should reflect international commitments. Gender issues recognised in the situation analysis should be followed through into problem identification and prioritisation, giving way to the identification of clear goals, objectives and project activities designed to appropriately and effectively address these issues.

ll s'agit des extraits d'un article de Sarah Longwe, Presidente de FEMNET. L'article evalue l'identification et la place des questions de genre le Nouveau Partenariat pour le Developpement de l'Afrique; etant donne le fait que le NEPAD met un accent particulier sur la creation de conditions meilleures de developpement en ce qui concerne le processus democratique, la bonne n. 1. Sara Longwe commence par noter que la NEPAD enonce un but politique faible sur la promotion du role des femmes dans le developpement economique et social, mais n'en n'assure l'application dans aucun but de programme. Il y a plutot un programme global "de promouvoir le role des femmes en eliminant la discrimination de genre aux inscriptions de l'enseignement primaire et secondiare. Aucne justification, declare-t-elle, n'a ete avancee pour le choix de l'instruction plus considerable comme seul moyen pour realiser l'egalite de genre et l'habilitation des femmes. Ceci parait comme une approche curieusement indirecte, vu la reclamation du NEPAD de s'interesser aux buts permettant d'ameliorer la democratie, la gouvernance et les droits de l'homme.

Le document ne reconnait pas la predominance, ni meme l'existence de nombreux problemes graves poses par une discrimination de genre structurale et institutionnalisee. Des buts de l'egalite de genre sont maintenus hors du secteur de la democratie et du gouvernement, et sont plutot places dans le domaine du developpement economique et social. L'on pourrait penser qu'une separation apparente sur le plan politique pourrait n'etre qu'une simple faute conceptuelle, ou un imprevu, ou que l'on ne devrait pas lire beaucoup dans cette separation. Mais le document entier du NEPAD est fidele a cette separation. Le texte suivant n'indique absolument aucun composant de genre dans les secteurs democratique, de la Gouvernance Economique et de la Gouvernance Politique. Malgre le but politique plein d'espoir qui mentionne la participation sure de femmes a la vie politique et economique, il n'y a pas de suivi des objectifs et activites concretes qui permettent la realisation de ce but. Au contraire, c'est dans le cadre de l'egalite entre les sexes dans l'acces a l'education et au credit qu'une petite attention est accordee aux objectifs de genre. Mais c'est precisement dans les domaines de l a democratie, de gouvernane et des droits de l'homme qu'une mesure doit etre prise pour mettre fin au systeme bureaucratise de la discrimination structurale de genre. Une question plus importante encore, est la suivante: quelles sont les strategies -- si jamais l'on pourrait en trouver -- qui permettent de persuader ces representants du systeme patriarcal d'adopter desa politiques feministes?
