Asphalt recyclers honored.

The Asphalt asphalt (ăs`fôlt, –fălt), brownish-black substance used commonly in road making, roofing, and waterproofing. Chemically, it is a natural mixture of hydrocarbons.  Recycling & Reclaiming Association (ARRA), Annapolis, Md., has honored two highway engineers for their roles in advancing asphalt recycling.

Frank S. Bland of the South Carolina Department of Transportation The South Carolina Department of Transportation (SCDOT) is a Government agency in the U.S. State of South Carolina. Its mission is to build and maintain roads and bridges and administer mass transit services. , Chester, S.C., was awarded for "Excellence in Full Depth Reclamation." And David A. Bland recommended the use of full depth reclamation (FDR) for a highway project in 1995 and has been recommending, overseeing and managing the use of the method for projects in his district ever since.

Eller has been involved in promoting testing and standardization standardization
