Ask the referee.

The scorecard of a nearby golf course under the heading "Local Rules" makes reference to having out-of-bounds stakes between the first and ninth fairways. A player in our group said it's against the rules to use out-of-bounds stakes anywhere but on the perimeter The boundary of a system or network, which defines the inside and outside. It is typically determined by firewalls and addresses. See DMZ.  of the course. He also said Local Rules are not U.S. Golf Association Rules, so he doesn't have to follow them. Is he correct on either issue?

He is not. Courses are allowed to have interior out-of-bounds markers. If you refer to Rule 33-2, you'll find that it's up to the committee for that course to determine the position of out-of-bounds markers (white stakes). And Local Rules do not supersede To obliterate, replace, make void, or useless.

Supersede means to take the place of, as by reason of superior worth or right. A recently enacted statute that repeals an older law is said to supersede the prior legislation.
