He served as a US Assistant Secretary of State for African Affairs The Assistant Secretary for the Bureau of African Affairs is the head of the Bureau of African Affairs within the American Department of State, who guides operation of the U.S. from 1981 to 1989 and is currently the James R Schlesinger professor of strategic studies at Georgetown University's School of Foreign Service.
