In just one day, Robert Bullough contacted officials 681 times and rang a further 585 times the next. And over a five-week period the 59-year-old logged 5,000 calls - causing some staff to consider quitting. Bullough has now been banned from all council buildings, threatening staff or ringing officials, except in an emergency. He now says he'll write to his authority instead.
