About the Health Care Security Ordinance (HCSO)

The City of San Francisco's Health Care Security Ordinance will require businesses with 20 or more employees to make health care expenditures on behalf of their employees who work in San Francisco at least 10 hours per week and have been employed at least 90 days. The effective date for employers with 50 or more employees is January 9, 2008; the effective date for for-profit employers with 20-49 employees remains April 1, 2008. The ordinance requires employers to spend $1.17 and $1.76 per employee per hour depending on the size of the company. These contributions are not limited to local businesses. Employers based outside of San Francisco must also comply if they employ eligible workers in the area.
