Arrival of MSC ship is triumph for Philadelphia maritime community.

As if the Master, Capt. W.J. Westrem, was observing every revolution of the ship's mighty propellers, the Mendonca passed the Packer Avenue Marine Terminal exactly at 1:30 p.m., Oct. 17.

Waiting, crowded on the bridge of the USNS 1st Lt. Harry L. Martin, was a living snapshot of the key players in the Philadelphia maritime community.

Arrival of the vessel was a moment of success for the community, which lobbied hard for the addition of two Large, Medium-Speed, Roll-on/Roll-off vessels. The Mendonca, followed later by the USNS Seay, will be lay berthed at the Tioga Marine Terminal.

"It is amazing," said Brian Preski, Chairman of the Philadelphia Regional Port Authority. "This is the Keystone State-everything rolls in and out of here.

"We have everything happening."

, of the state's 184th Legislative District, who spent 25 years as a longshoreman at the docks and who lives in the immediate neighborhood.

"This is one of the few times everyone involved worked throughout to achieve the same goal," said Keller. "Management, labor, law enforcement and the Congressional delegations.

"All culminated in one day where we have out first deployment and our first Large, Medium-Speed, Roll-on/Roll-off ship arrive."

Keller was referring to a cargo of 10th Mountain Division equipment bound for Operation Iraqi Freedom that was simultaneously being loaded on the USNS 1st Lt. Harry L. Martin.

 Holt, president of the venerable cargo-handling firm of Holt, Inc., stood proudly at dockside.

"Philadelphia has a lot of roots in the independence of the country," said Holt, whose firm has a 50-year lease to run the Packer Avenue Terminal. "These actions bring home to Philadelphia the effort to secure the nation.

"We couldn't be more excited. This provides employment opportunities for our men and women. It provides access to infrastructure development."

The Packer Avenue and Tioga marine terminals are two of six major facilities of the Philadelphia Regional Port Authority, said Robert Blackburn Robert Blackburn may refer to:

"We lease all six," said Blackburn. "We are responsible for the physical plant development. They do the marketing and port operations. It is a public-private partnership Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP or P3. ."

A team effort led to the success of the two giant ships, said Blackburn.

"We're set to do the military business."
