Arraignment is held in Sea-Doo crash case.

WORCESTER - A city man was arraigned yesterday on charges stemming from a May 26 personal watercraft personal watercraft

Carlos Lopez, 21, of 30 Loxwood St., Apt. 2, was identified by police as the driver of a Sea-Doo that collided with another personal watercraft about 25 feet from shore in the area of 70 Sears Island Sears Island, known as Wassumkeag or shining beach by the Indians, is located off the coast of Searsport, Maine in Waldo County at the top of Penobscot Bay.[1][2]

It is home to numerous species of birds, mammals, fish, amphibians and plant life.

The child remains hospitalized at Franciscan Hospital for Children in Boston and has been unable to walk or speak since the accident, according to her mother, Antonia Diaz.

Authorities estimated the two watercraft were traveling 31 mph at the time of the collision. Drivers of personal watercraft are required to maintain a speed of 6 mph or less while within 150 feet of shore or a swimmer.

Mr. Lopez and Jose Cruz-Delgado, 31, of 157 Vernon St., Apt. 3, the driver of the second watercraft, were each charged with failing to follow inland navigation navigation on rivers, inland lakes, etc.

Mr. Lopez was arraigned yesterday in Central District Court. Mr. Cruz-Delgado did not appear for arraignment A criminal proceeding at which the defendant is officially called before a court of competent jurisdiction, informed of the offense charged in the complaint, information, indictment, or other charging document, and asked to enter a plea of guilty, not guilty, or as otherwise permitted  and Judge Richard D. Savignano ordered a warrant issued for his arrest.

Assistant District Attorney Roberta A. O' Brien did not request bail for Mr. Lopez, and Judge Savignano released him on personal recognizance recognizance

In law, obligation entered into before a court or magistrate requiring the performance of an act (e.g., appearance in court), usually under penalty of a money forfeiture. The most common use of recognizance is in connection with bail in criminal cases.
. Mr. Lopez's case was continued to Nov. 28.

The charges were lodged against the two men after an investigation by Worcester police and state environmental police.
