Armor's ombudsman, known as the Bulletproof Vest Partnership Program coordinator, is available full-time to help law enforcement agencies negotiate their way through the BVP online application process, including gathering data necessary to qualify for the program and providing suggestions to help ensure grant approval. The coordinator can also answer questions about the BVP program.

Last year, 92,500 bulletproof vests were purchased by the government through the BVP program. This year, as many as 90,000 more could be purchased. In a May 15 speech, President Clinton called for extending the BVP program with a goal of protecting "every single police officer in the United States with a bulletproof vest."
