American army engineer and parliamentary authority. He designed the defenses for Washington, D.C., during the Civil War and later wrote Robert's Rules of Order (1876).

Heran designed numerous pieces of equipment, including tensioning devices and wire racks See wiring rack. and de-reeling units. He invented and patented the first controlled burn-off oven in 1970. Heran continues to design new products including the radiant tube burn-off oven and the new MD series medium duty coil winder.
