The award is given to the chief staff executive of a nonprofit professional, trade or charitable organization located in Arizona who demonstrates exceptional qualities of leadership in their own organization as well as displays exemplary devotion to voluntary membership organizations as a whole. During his nine-year tenure with APRA, Rubins was instrumental in establishing a partnership with FSN-AZ (Fox Sports Net Arizona) that resulted in a $100,000 contribution to the Arizona Parks and Recreation Fund (APRF APRF African Peer Review Forum APRF Army Pulse Radiation Facility APRF Archive of the President of the Russian Federation APRF Automatic Pressure Relief APRF Aerophysics/Propulsion Research Facility APRF Automated Password Retrieval Facility ) for recreation facilities construction and rehabilitation. He is a past president of AzSAE and most recently served as the chair of the AzSAE Executive Leadership Conference Committee. Its present name was adopted in 1958.
