Argentina, United Kingdom decide to re-establish diplomatic relations.


Argentina and the United Kingdom have reported further progress in their dialogue aimed at resolving problems pending between them, including the question of the Falkland Islands Falkland Islands (fôk`lənd), Span. Islas Malvinas, officially Colony of the Falkland Islands, group of islands (2005 est. pop. 3,000), 4,618 sq mi (11,961 sq km), S Atlantic, c.300 mi (480 km) E of the Strait of Magellan.  (Malvinas).

The two Governments, at a meeting in Madrid on 14 and 15 February, decided to re-establish diplomatic relations and agreed on a set of confidence-building measures Confidence-building measures (CBMs) are certain techniques which are designed to lower tensions and make it less likely that a conflict would break out through a misunderstanding, mistake, or misreading of the actions of a potential adversary. .  reported (A/44/692) that the inability of Argentina and the United Kingdom to enter into a meaningful dialogue "has now been overcome". He particularly welcomed the improvement in their bilateral relations and their renewed commitment to settle disputes exclusively by peaceful means and to refrain from the threat or use of force.

In February, the two nations also agreed on confidence-building measures, including an interim reciprocal information and consultation system" for movements of their military units in the south-west Atlantic; a direct communications link between the Falklands (Malvinas) and the mainland; a set of safety rules for naval and air units when operating in proximity; a mechanism for emergencies to facilitate maritime and air search and rescue; and an information exchange system on the safety and control of air and maritime navigation.

The two countries agreed on measures to expand co-operation in economic, commercial, environmental and humanitarian fields. The United Kingdom also decided to lift the "Protection Zone" it had established around the Falklands (Malvinas).
