The Environmental Education Center will be built on National Park land in Ross Lake National Recreation Area Ross Lake National Recreation Area: see National Parks and Monuments (table). . Funding is being provided by SCL as part of the mitigation package negotiated for the utility's 30-year federal license renewal to operate its hydroelectric facilities on the Skagit River.

The Henry Klein Partnership will immediately begin work with the three agencies on architectural program planning, schematics and design. The organizations will keep local communities and diverse regional groups informed about the planning process. Construction is planned to start in summer 1998, with completion and program commencement targeted for Summer 1999. NCI will design programs and operate the center.

The buildings of the Henry Klein Partnership are noted for their regional appropriateness and sensitivity to particular site and environmental conditions. David Hall, the partner-in-charge, will work in collaboration with Richard Haag & Associates, a nationally-recognized landscape architect firm in Seattle. Mr. Hall says, "The best thing about being involved in the Environmental Education Center is that we get the chance to help people learn about our favorite place."

Seattle City Light Seattle City Light is the public utility providing electrical power to Seattle, Washington and parts of its metropolitan area, including all of Shoreline and Lake Forest Park and parts of unincorporated King County, Burien, Normandy Park, Seatac, Renton, and Tukwila.  will spend nearly $100 million over 30 years on environmental improvements at the Skagit. SCL, the sixth largest municipal utility in the nation, provides its citizen-owners with low cost, reliable electricity and is a leader in wise use of energy and the environment.
