Aquila Board Names New CFO; Establishes Corporate Compliance Function.

) announced today that its board of directors has appointed Rick Dobson as chief financial officer. Dobson had been serving as the company's interim chief financial officer since last November.

Dobson joined Aquila in 1989 as vice president and controller of the company's former Merchant operations, and in 1997 became vice president of financial management of the business segment. Dobson has an accounting degree from the University of Wisconsin and an MBA MBA

"Rick's contributions have been instrumental in the successful completion of our refinancing agreement and the formulation and execution of our ongoing restructuring plan," said Richard C. Green, Jr., Aquila's chairman and chief executive officer.

The company also named Brock Shealy to the newly created position of corporate compliance officer. Shealy most recently served as chief administrative officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  and director of Aquila's former European Merchant operations since January 2002. In his new position, Shealy will be responsible for ensuring that all company's practices and procedures meet the highest ethical standards and comply with legislative and regulatory guidelines. Shealy also will assume responsibility for the company's audit function.

Shealy joined Aquila in 1999 in the company's human resources The fancy word for "people." The human resources department within an organization, years ago known as the "personnel department," manages the administrative aspects of the employees.  organization after spending 10 years as an attorney with the Kansas City firm of Blackwell Sanders Peper Martin, LLP LLP - Lower Layer Protocol . He has a law degree from the University of Missouri-Kansas City and an undergraduate degree from Drury College.
