Halpern said they have spent about $1 million on the lobby and expect to spend another $2 million on the walkways and landscaping.

The IBM building is a headquarters-- type quality building situated on 47 acres of parking, with both landscaped and open area. While not in downtown, it is a short drive. "Rents in New York City are starting to be pushed up as a function of the available space," he said, making Westchester an attractive alternative.

While its possible that the firm seeking. space is just using the possibility of a move to seek better benefits from New York City, the company may not be from the city, at all.

The Regional Director of the Mid-Hudson Region of the New York State Dept. of Economic Development, Kathleen Sullivan said, "In our work with companies, we have found that the things that attract corporate headquarters and office users into Westchester county are rental rates, property taxes and utility rates.

Those are the three items that make or break the decision to invest in Westchester County."

Greenberg said Westchester offers considerable savings for a company, particularly if it is moving from Midtown Manhattan. "Westchester has a range from the high teens to low 20's for a full service lease," he said.

Although at one point the spread between New York City Class "A" buildings and Westchester's was low, that spread is now once again moving apart, leaving Westchester looking better and better to corporate space-hunters.

While Korchak said Connecticut can be a factor, there are numerous ingredients that a company will weigh in its search for space. "There are pluses about New York and it still has a lot of attractions. The way the real estate market is, corporations can lock into New York at a very reasonable rates."

"New York is on an upswing," added Siegel, "and that's been the way the suburbs have gone."
