The decennial census had two parts: the short form, which counts the population; and the long form, which obtains demographic, housing, social and economic information from a sample of households. The ACS is a way to provide the data communities need every year instead of once every 10 years. The ACS is mandated by legislation and response is mandatory. Persons who do not respond can be fined. Implementation of the ACS is planned in every U.S. county, which would include approximately 3 million households. The information is collected by mail and the Census Bureau staff follows up with those who do not respond. The ACS will provide estimates every year for all states, as well as for all cities, counties, metropolitan areas and population groups of 65,000 people or more. A table from the survey showing the top 25 counties in terms of total median rental housing costs is presented here.
