It is part of the Wichita Falls, Texas Metropolitan Statistical Area. The population was 440 at the 2000 census. She was educated at Benenden School. Poplin has assumed the executive directorship of the Region 9 Educational Service Center based in Wichita Falls, Texas Wichita Falls is a city in Wichita County, Texas, United States. As of the 2000 census, the city had a total population of 104,197. It is the principal city of the Wichita Falls Metropolitan Statistical Area, which encompasses all of Archer, Clay and Wichita counties. . Poplin earlier spent nine years with the intermediate agency that serves 40 school systems, filling posts as director of special education and staff development and overseeing all instructional activities.
