Annapolis Housing Authority Launches Local Partnership to Bring Computers and Training to Residents.

ANNAPOLIS, Md.--(BUSINESS WIRE)--Nov. 12, 1999--

Partnership Serves As Role Model For Other

Public Housing Jurisdictions

The Housing Authority of the City of Annapolis, the USinternetworking, Inc. Employee Charitable Foundation, and Christopher R. McCleary, Chairman and Chief Executive Officer of USi (Nasdaq: USIX USIX USinternetworking, Inc. (stock symbol) ) jointly announced a public/private technology partnership to provide equipment and training for the residents of the Annapolis Housing Authority Community. Today's grand opening of three state-of-the-art computer centers in the community lays the foundation for an extensive set of programs planned for the next 12 months.

Funding for the haCARES.org partnership comes from the USi Employee Charitable Foundation, funded and managed by USi employees; USi Chairman and Chief Executive Officer, Christopher R. McCleary; Grotech Capital Group; Blue Chip Venture Company; and The William H. and Cathy Brienza Ingram Family Foundation, Inc. Annapolis Internet and Rhythms Inc. are supplying services at cost.

A network server located at HACA headquarters houses a soon-to- be-launched community website (www.hacares.org) and provides residents with mail accounts and web space. "I strongly believe in taking an active leadership role in our community and that includes finding ways to help people help themselves," said Christopher R. McCleary, Chairman and Chief Executive Officer of USi. "By providing both equipment and training, we are helping to level the playing field for the adults and kids in the HACA community by giving them the same access to state-of-the-art equipment and training as the middle to higher income citizens of Annapolis enjoy."

In addition to providing equipment, the HaCARES.org initiative also has provisions for training. Training programs include the Literacy Skills Program, which focuses on helping school-age children increase reading and mathematical skills through educational software. HACA is now able to expand their after-school programs and, at the same time, eliminate the need to bus the participating children to the one recreation center containing computer equipment. Project 1000 in 2000 has the goal of issuing 1000 Skill Certificates to qualifying residents and fulfills HACA's desire to expand the computer program to adults. Through the Technology Skills Project, three residents will become Microsoft certified in Microsoft Front Page by November 2000. These programs are expected to help lower income families in achieving their goal of becoming more self-sufficient.

About The Housing Authority of the City of Annapolis

The Housing Authority of the City of Annapolis (HACA) was established in 1937 to provide affordable, decent, safe and sanitary sanitary /san·i·tary/ (san´i-tar?e) promoting or pertaining to health.

housing to low and moderate income persons. There are 1,104 units available for occupancy, ranging from 92 efficiency units to two 6-bedroom units. Funding for HACA is derived from dwelling rents and contributions from the Department of Housing and Urban Development (HUD Hud (hd), a pre-Qur'anic prophet of Islam. Hud unsuccessfully exhorted his South Arabian people, the Ad, to worship the One God. ).

Project haCares.org began with HACA Executive Director P. Holden Croslan's idea to install a computer lab in a neighborhood recreation center. In the winter of 1998, a 12 unit computer lab at the Bloomsbury Square Bloomsbury Square is a garden square in Bloomsbury, Camden, London.

The square was developed by 4th Earl of Southampton, in the late 17th century, and was initially known as Southampton Square. It was one of the earliest London squares.
Recreation Center was installed. Using off the shelf software, a dedicated teacher/lab manager worked with children from all of the HACA communities through the spring and during a very popular summer program. USinternetworking, Inc., Chairman and Chief Executive Officer Christopher McCleary, was shown this lab and asked for help to broaden support to other HACA recreation centers. Today, three state of the art labs, each equipped with workstations, printers, and high speed Internet access, provide HACA residents with in-depth exposure to technology tools. While after school training is provided at all sites, plans to offer on-going training to both teenaged youth and workforce age residents are underway. Manpower, Inc., of Maryland has pledged over $125,000 worth of software and training tools to be administered through the labs.
