Animal cruelty cited at man's arraignment; Euthanasia advised for neglected horse.

UXBRIDGE - A Milford man has been arraigned on animal cruelty charges for allegedly not taking care of his 29-year-old horse.

 report filed with court records by Officer Nadya Branca, officials have recommended that the horse be destroyed.

Court records state the horse arrived at the Johnson Road farm in October of last year, and according to workers at the farm, was in bad condition and extremely thin. Workers at the farm observed Mr. Saffran, who boarded the horse there, throw cold water at the horse and harshly push and pull it to get it up. The workers said they believed the horse had severe arthritis, according to court records.

 officers who visited the farm in January said the horse had a bad knee and leaned against a wall for support. It had some sort of wound on its hip covered by bandages and duct tape, they said. Veterinarians who examined the horse said it should be humanely euthanized, according to court records.

As part of an earlier motion to dismiss the case, Mr. Saffran signed a document stating that he owned the horse, and that he has always provided it with medical care when it was necessary. The document stated that Mr. Saffran has a veterinarian veterinarian /vet·er·i·nar·i·an/ (vet?er-i-nar´e-an) a person trained and authorized to practice veterinary medicine and surgery; a doctor of veterinary medicine.

"I have no reason to believe that Quincy is suffering," the document stated.
