Animal Health and IBM Select Pegasystems to Drive Business Reform Programme.
READING, Berks, United Kingdom -- As part of their objectives to improve efficiency, effectiveness and control of operations, Animal Health, working with IBM, has selected SmartBPM[R] and Customer Process Manager (CPM) contact management framework from IBM Platinum Partner, Pegasystems Inc. (Nasdaq: PEGA), to drive operational improvement and provide agility throughout the organisation.
Founded in 2007 and comprising 24 offices across the UK, Animal Health is a Government Executive Agency delivering services on behalf of DEFRA in England, the Scottish Government and the Welsh Assembly Government. Most of its work is focused on the prevention, detection and management of animal diseases in livestock - both endemic and exotic diseases such as rabies, foot and mouth and avian flu - in order to protect human and animal health.
IBM has a seven-year contract with DEFRA to supply IT and business transformation services, part of which has been to source the right technology to provide robust yet flexible, easy-to-change customer and workflow management processes as part of Animal Health's Business Reform Programme.
Following a rigorous RFI and selection process, Pegasystems' rules-based SmartBPM Suite was chosen as best-suited to meeting the Agency's demanding requirements. "To ensure external confidence in, and understanding of, what Animal Health does," says Dr Ann Nolan, Transformation Director, Animal Health, "we need to be able to deliver a high quality service to our customers and the broader public.
"Until now, many of our systems and processes have been predominantly paper based," she confirms. "The automated Pegasystems solution, by contrast, will make Animal Health more adaptable in delivering a wide range of high quality, cost effective services. Critically, in an environment where the ability to respond immediately and effectively in containing any outbreak is crucial, it provides the ideal platform for managing change."
Scalability and flexibility
The selection process included a two day functional and technical workshop, which provided the opportunity for Animal Health and IBM personnel to test the broad functionality of the Pegasystems solution, which fits DEFRA's Common Architectural Approach (CARA).
In particular, they were impressed with the proven scalability of the core SmartBPM platform - uniquely bringing together business rules and processes in driving rapid, easy-to-manage change - which underpins the flexible out-of-the-box supporting modules that comprise SmartBPM.
As a result, the Pegasystems solution will automate management of all Animal Health customer information - including farmers, their farms and their herds - with SmartBPM providing effective workflow management, enabling full visibility and centralised control in mapping out and aligning relevant processes and actions across the organisation.
Compliance and best practice
Pegasystems' training of Animal Health and IBM business architects and functional consultants is already underway and the full solution planned for development and roll out in early 2008. "Looking ahead, this will give Animal Health a huge advantage, confirms David Wells, managing director EMEA at Pegasystems, "by creating best practice, fully compliant systems and processes, so enabling fast and effective decision-making."
Howard Tollit, IBM Executive Partner and Animal Health Account Lead at IBM, agrees and adds: "With Pegasystems and IBM, Animal Health will lead the way in responsive process delivery, with an intelligent platform which will meet the needs of both today and tomorrow."

About Animal Health:
Animal Health is a government executive agency (for the Department for Environment, Food and Rural Affairs (DEFRA)) primarily responsible for ensuring that farmed animals in Great Britain are healthy, disease-free and well looked after. One of the key roles for Animal Health is to implement government policies aimed at preventing - or managing - outbreaks of serious animal diseases, and in doing so support the farming industry, protect the welfare of farmed animals and safeguard public health from animal borne disease. The agency also regulates the trade in endangered species.
Animal Health delivers its services mainly to keepers of livestock, who are, in general, farmers. However, many other people benefit from what it does including keepers of domestic pets, importers and exporters of animal products; consumers and the general public. The agency delivers on behalf of the Department for Environment, Food and Rural Affairs (Defra) in England, the Scottish Executive Environment and Rural Affairs Department (SEERAD) and the Welsh Assembly Government.
