Angling: Security concerns put docks off limits.Byline: with Dave Houghton SEA ANGLERS have been stunned by the decision of the Mersey Docks and Harbour Company The Mersey Docks and Harbour Company (MDHC) is the current incarnation of the Mersey Docks and Harbour Board which itself had replaced Liverpool Dock Trustees who had run the docks since 1780. to ban all fishing from the Mersey Dock Estate river walls with immediate effect. Despite a spirited battle, the North West Association of Sea Angling Clubs, the MD & HC has cancelled the agreement allowing anglers and birdwatchers access to the Freeport areas of the Dock Estate and therefore all fishing permits issued become invalid as from July 1. The reasons given are that in view of current high threat levels of international terrorism Noun 1. international terrorism - terrorism practiced in a foreign country by terrorists who are not native to that country act of terrorism, terrorism, terrorist act - the calculated use of violence (or the threat of violence) against civilians in order to attain , any sea or airport wishing to maintain contact with the USA must reach certain levels of security. The UK have signed up to this Code of Practice agreement which will be administered by the Department of Transport (TRANSEC) and it is considered that anglers entering the dock estate will make security control much less effective. Requests to use alternative, non-working areas of the docks have been refused on the basis that they are due to be redeveloped in the later part of this year, and that it could be unsafe to let anglers into what will become a building site. ``We will be protesting wherever we can against this arbitrary withdrawal of rights of access, which affects some 2000 anglers holding permits, '' said Alan Marklew, a spokesman for North West Association. ``We would also ask all anglers, and others who believe in fighting for our ever shrinking freedom, to write or contact their local councillors and Members of Parliament and seek their support. '' HEAVY weed growth on the Leeds-Liverpool Canal at Maghull can be frustrating but that's where the fish can be found.
