Under terms of the contract, Analysis & Technology will develop prototype communications software (communications, software) communications software - Application programs, operating system components, and probably firmware, forming part of a communication system. These different software components might be classified according to the functions within the Open Systems  in addition to software engineering for data collection and analysis in order to support the Navy's Information Technology for the 21st Century (IT-21) initiative. This technology is moving the U.S. Navy to a network-centric force able to communicate information immediately around the world. Satellite links will be used to collect environmental data and to communicate the tactical decision information to the end user. In addition, scientific papers and publications which aid the understanding of environmental information will be converted to digital documents and deployed over the Internet using Web-based format, so they may be accessed by personnel throughout the world.
