today announced that the CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board.  has written an open letter to all shareholders.

It has been nine months since I was named as CEO and President of WorldTeq Corporation. I feel it is a good time to talk about what has been accomplished thus far, what is presently happening, and what the future holds for WorldTeq Group's growth. We will tackle each subject separately, as follows:

Historical Accomplishments - Cost Reductions, Development of new direction

Present - Launch of MonEcard, new agents, new billing system, new signup site, and investment into company

Strategic options going forward - Expanded sales department, MonEcard

The company also did an interview with the Wall St. Reporter on October 30, 2003. This audio interview is available for 5 business days. It discusses recent news, core businesses, market trends and opportunities, and future growth strategies. One thing investors need to know is that WorldTeq is currently in the growth mode. Monthly revenues on the telecom business are growing, as evidenced by three new agent contracts that are currently bringing in customers each day to the company. The official launch of the new MonEcard product this week will only enhance this growth. Fourth quarter appears to be tracking significantly better than third quarter, both in terms of revenue and earnings growth, a trend that should continue in the coming quarters. Next year, the company is expecting to earn 1-2 cents a share, a number that could escalate es·ca·late

Accomplishments:

This year has been a tough year to say the least. I took over a corporation with good products and ideas, but bad financial health. Many tough decisions were made during the year in order for the company to survive and have the opportunity to prosper. My initial goals were to decide which business segments to focus on for long-term growth and how to cut costs that were not related to this growth. Additionally, I felt it was important to reduce debt, both short term and long term. We have done much of this during my first 9 months of office. We reduced debt by over $600,000 with the selling of NetWorld, a subsidiary, and by converting some of our long-term debt Long-Term Debt

Loans and financial obligations lasting over one year.

into equity. We reduced our monthly costs at WorldTeq Corp by 300% as we identified and dismissed personnel that were not needed for our new direction. We have also outsourced many of our daily functions to competent organizations that specialize spe·cial·ize

in these areas. We will discuss this further in the 'Present' section of this letter.

We had also decided it was time to concentrate efforts on the MonEcard and that the launch of this product would be very important. Since we began development in November 2002, there were many setbacks that prevented the launch of the card, as with all new product launches by companies. There were software issues with the vendor, there was the financial issue of being able to afford a proper marketing launch, and other factors that caused the delay in launching this card. While I strongly feel that there are plenty of profits to be made in the long distance market, as the CEO, I also recognized that the company's future growth is enhanced greatly by entering the financial services industry that caters to the 25-40 million unbanked Americans. With so many immigrants coming to this country on a daily basis, and the banks making it harder and harder for the credit challenged to maintain a checking account, we recognize the potential for the MonEcard product. During the last 6 months we concentrated on working with the vendor to overcome the software issues, raising the capital to do a proper marketing campaign, and identifying an individual who could be the lead sales person in helping us to capture a piece of this multi-billion dollar market. We will discuss the MonEcard in more detail in the next section.

Present:

WorldTeq Group International, Inc. has access to venture capital if necessary for further growth or acquisitions. The company has and will continue to sign many new agents to market our communication products.

We are currently developing a new web site where end users can sign up online for our new business and residential plans. Our new site uses the latest technology allowing us to take digital signatures therefore canceling the need for a customer to fill out a written Letter or Authorization. Our new system is completely automated and sends new accounts directly to our billing system, eliminating the current manual process. This will save us a considerable amount of time and money necessary for new order entry. The site is fully replicable for our agents. Using a special administrative tool, we can set up anyone as an agent with the exact same plans, and more importantly we can create custom plans that are only sold through their agent specific web site. We expect to launch this new site by November 7, 2003.

One of our biggest improvements is our new billing system that is launching November 1, 2003. While our previous billing system was designed for prepay pre·pay

accounts, it was not up to par for post pay billing, especially for businesses. Since we have refocused our sales towards servicing the long distance and toll free needs of business clients, we needed a more professional system that allows the use of PAC PAC, see political action committee.

We chose to work with them because of the many features and benefits their system has. Elabs also does the billing for AT&T Canada and many other large clients.

Over the last couple of months we have been aggressively searching for new agents, ranging from those with a current customer base, to those starting their own businesses for the first time. We have signed 3 new agent relationships recently and will continue to add to this number. Additionally, we have begun using our own in-house marketing team that is targeting businesses throughout the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. . In the two weeks since this launch, it is has produced about $1,500 in new monthly revenue. As our team gets further training and more experience, we are expecting this number to increase ten fold over the next couple of months just from internal sales. We are also expanding our wholesale division and we are very close to finalizing a relationship with a new customer that will bring $10,000 - $15,000 in new monthly profits. The revenue is expected to be between $90,000 - $120,000 per month.

During the last week we have officially launched the MonEcard product. It has taken slightly longer than expected, but we are now fully satisfied with the product, the backend software, and our banking relationships. We have recently hired Mitra Sayatesh, a consultant from MS Consulting, to lead our sales team for the MonEcard. Ms. Sayatesh has a proven track record in sales and has grown her own Consulting Company Noun 1. consulting company - a firm of experts providing professional advice to an organization for a fee

Additionally, I am working with her directly to create a reseller An organization that sells hardware and software to the general public. Strategic Options Going Forward:

Recently the Board of Directors, the management team, and I have spent time reviewing and analyzing our strategic options for the company. During the process, the Board of Directors approved the exploration of several strategies for the company that could include, but would not be limited to, an acquisition by the company or a merger with another entity. While we are unable to speculate on when or even if there will be additional transactions involving the company, we believe that working quickly to explore strategic partnerships is in the best interests of the company, our shareholders, and employees. Many of the conversations with different companies concerning joint alliances, mergers or acquisitions have already begun and shareholders will be notified as soon as anything concrete can be discussed.

The WorldTeq team is dedicated to our goals, and will do everything in our power to meet them. Through the growth of our telecommunications services In telecommunication, the term telecommunications service has the following meanings:
