Active in civic affairs, Dr. Gutmann serves on the executive committee of the Greater Philadelphia Chamber of Commerce, the board of directors of the Schuylkill River Development Corporation, and the board of directors of Philadelphia 2016. Dr. Gutmann will join the boards of all the Vanguard funds as the eighth trustee, effective June 30, 2006. Currently, six of the seven trustees of the funds are independent; the sole exception is Mr. Brennan. The independent directors, who collectively have more than 50 years of experience in overseeing the Vanguard funds, are: Charles D. Ellis, Rajiv L. Gupta, JoAnn Heffernan Heisen, Andre F.
