American Transmission Company Files Tariff, Rate Request With FERC.

WASHINGTON--(BUSINESS WIRE)--Aug. 1, 2000

Creation of a consolidated electric transmission system with a single-zone rate for much of Wisconsin, the Upper Peninsula of Michigan The Upper Peninsula of Michigan is the northern of the two major land masses that comprise the U.S. state of Michigan. In filing its request with the Federal Energy Regulatory Commission The Federal Energy Regulatory Commission (FERC) is the United States federal agency with jurisdiction over electricity sales, wholesale electric rates, hydroelectric licensing, natural gas pricing, and oil pipeline rates. , ATC details additional benefits, including the creation of a single-purpose company with clear economic incentives to provide comparable service to all transmission users and to make the necessary expansions to the transmission grid to assure electric reliability.

"ATC aims to improve reliability and help create a competitive electric market," Delgado notes, "by establishing a single entity with wider operating scope, greater operating efficiencies and more capability of providing customers with greater access to generation sources at a single-zone rate."

The ATC tariff is patterned after the Midwest Independent System Operator's Open Access Tariff, which was accepted by FERC FERC Federal Energy Regulatory Commission

 in 1998. ATC's proposed rates are calculated using substantially the same rate formula used in the MISO tariff, subject to a five-year phase-in period to merge the original individual transmission tariffs into ATC's single-zone rate.

Five Wisconsin-based electric companies are forming ATC, the nation's first, for-profit electric transmission company. Those companies include Alliant Energy, Madison Gas & Electric, Wisconsin Electric, Wisconsin Public Power Inc., and Wisconsin Public Service.
