SAN ANTONIO--(BUSINESS WIRE)--April 14, 2000

" announced today that it has secured a financing facility from a private equity fund introduced by Jesup & Lamont Securities Corporation.

Under terms of the agreement, the fund has agreed to purchase up to 5,000,000 shares of ATSI common stock over an 18-month period. ATSI has no initial commitment to draw on the facility, but may do so on an as-needed basis as often as every 20 days, subject to certain restrictions. The amount of funds to be generated under the facility for Company use will depend on the price of ATSI's common stock at the time each draw is executed.

H. Douglas Saathoff, ATSI's chief financial officer, commented, "The Company's success in the public markets is opening doors to new opportunities. Based upon recent trades of the Company's common stock, this facility would provide financing of approximately $30 million.

"Furthermore, an increase in ATSI's stock price would lead to a corresponding increase in the value of the facility. Although the Company has not yet secured the concession license, this agreement will facilitate financing of the planned expansion of our network and operations in Mexico, as required by Cofetel under a concession strategy."
