American Detection Technologies Announces Hiring Of Charles Smith as Vice President for Pacific Operations in Hawaii.

American Detection Technologies, Inc. (AMDETECH), a national leader in contraband detection services using highly-trained canine teams, today announced that it has named Charles P. Smith as AMDETECH's Vice President for Pacific Operations in charge of operations for AMDETECH's new partner, Spectrum Security Services, Ltd. of Honolulu, Hawaii. Smith has over 27 years of experience in law enforcement, security, counter-terrorism, and canine training.

AMDETECH recently announced an agreement to manage and operate Spectrum's security guard and passenger screening business throughout the Hawaiian Islands, which Smith will now oversee. Additionally, AMDETECH is making an equity investment into Spectrum and will hold two seats on Spectrum's Board of Directors. Spectrum will function as a subsidiary coming under the AMDETECH umbrella of companies.

Under the terms of the agreement, AMDETECH's Smith will work with Spectrum to oversee the day-to-day operations and business affairs of Spectrum, including the supervision and monitoring of customer accounts and personnel, administrative services, hiring of additional personnel, facilities maintenance, the purchase of goods and services, and billing, collections and accounting activities.

Smith joins AMDETECH after working at the U.S. Holocaust Memorial Museum in Washington, D.C. for the past four years, where he worked for security companies that managed the museum's security and anti-terrorism programs. Before that, he also worked as an Assistant Explosives Canine Trainer for the Department of the Treasury's Bureau of Alcohol, Tobacco and Firearms (ATF). From 1976 to 1997, Smith was employed at the Massachusetts Department of Correction North Central Correctional Institution, retiring as a Lieutenant. He also worked with the Rutland, Mass., police department, and was in the U.S. Army Reserve.

Smith has handled, trained, supervised, managed, evaluated, administered, and consulted on canine detection throughout his career. He has attended numerous national and international courses in police canine and detector dog training in patrol, explosives, narcotics and mine detection.

He has completed courses in bomb threat management, biological and chemical weapons of mass destruction, hazardous waste operations and emergency response, basic defensive tactics, access control and mail screening operations, safety and fundamental incident management and advanced X-Ray image interpretation from numerous agencies, including the Massachusetts Criminal Training Council (CTC), the Virginia Department of Criminal Justice Services (DCJS), the United States Police Canine Association (USPCA), the North American Police Work Dog Association (NAPWDA), and various federal, state and private sponsoring agencies. He is a nationally certified USPCA instructor of police canines as a Level 1 and Trial Judge, a Virginia DCJS certified instructor of security canines, a certified National Rifle Association (NRA) firearms instructor, and currently holds a Special Police Commission in Washington, D.C.

Smith volunteered as a supervisor for explosives detector dog teams at the 1996 Centennial Olympic Games in Atlanta, was president of the USPCA region serving Connecticut, Central and Western Massachusetts and Southern New Hampshire in 1989 and 1990, and Canine Training Coordinator for the 1986 NAPWDA national training seminar. He has written various publications, including "Operational Factors - Extending the Endurance of Working Canines," "World Mine Detection Dog Conference" in Ljubljana, Slovenia in 1999, and "Training K-9 Patrol Dogs - Scent Work" in Police Magazine in 1992. He also has written and compiled lesson plans entitled, "Training Standards for Security Canines and Handler" for the Virginia DCJS in 1998, "Training Standards: Canines in Tactical, Patrol & Narcotics Application" for the Massachusetts CTC in 1992, and "Training Standards: Basic Police Canine Patrol Dog Training Academy" for the Massachusetts CTC in 1986.
