Nye County officials said the new software will allow them to get reliable, timely financial information on which to base budgeting decisions, and will help them deliver services to citizens scattered over more than 18,000 square miles. Accessing government is inconvenient and difficult for many Nye County citizens, since its largest town is 200 miles from the county seat.

The county will immediately begin transitioning from its current system, a collection of homegrown applications that do not interface with each other. The purchase includes HTE's full suite of financial, payroll, human resources, purchasing, land/parcel management, building permits, and planning and zoning applications, plus Click2Gov for Building Permits.

"Technology was my priority when I took office," said Joni Eastley, the vice chairman of Nye County's Board of Commissioners. "I had extensive experience with integrated software in the private sector, so I knew there was a better way."

Eastley said that each month the commissioners would receive separate financial reports from each of the county's four agencies. "None of them ever matched. It should be a simple matter to find out the status of our fund balance at any time, or find out what's going on with a particular purchase order, but our software wouldn't allow it. It was extremely frustrating, especially at budget time, to try to make decisions without knowing what our resources were."

Eastley said she first learned about HTE from Steve Holsinger, the county's general services director, who had used HTE in his previous job at the City of Cape Coral, FL.

"There was no question in anyone's mind that we had completely outgrown our software. I encouraged the search team to look at HTE because I believed they could solve all of our current financial woes and help us with future needs in other areas," Holsinger said.

"We looked at five companies, but HTE clearly had superior products."

When installation is complete, Nye County commissioners will receive a single, integrated financial report each month, and will have access to instant financial information. Citizens will be able to go on the Internet to complete such tasks as filling out county job applications and applying for building permits.

Holsinger said county officials have been getting citizen requests for online access, and he looks forward to an enthusiastic response from the public. "Imagine having to drive four hours to transact government business. Click2Gov will put an end to that and, in effect, shrink our county and remove some of the barriers to service delivery."

Commissioner Eastley said her ultimate goal is for Nye County's incorporated towns (there are no cities in the county) to purchase the HTE applications and establish satellite offices for the county.

"I see so many opportunities. This will have a tremendous impact on the day-to-day delivery of services," she said. "HTE is an amazing company."

Though it covers a geographic area larger than nine of America's states, Nye County's population lives on less than two per cent of the county's land. The remaining 98 percent is largely controlled by the federal government, which uses it for bombing and gunnery ranges, and as a nuclear weapons test site.
