Pursuant to California California (kăl'ĭfôr`nyə), most populous state in the United States, located in the Far West; bordered by Oregon (N), Nevada and, across the Colorado River, Arizona (E), Mexico (S), and the Pacific Ocean (W).  Insurance Code u10089.7, subdivision (j), the Bagley-Keene Open Meeting Act applies generally to meetings of the Board, and the meeting is open to the public--public participation, comments, and questions will be welcome for each agenda item. All items are appropriate for action if the Governing Board wishes to take action. Agenda items may be taken out of order.

AGENDA:

1.  Call to order and member roll call:

    Governor
    Treasurer
    Insurance Commissioner
    Speaker of the Assembly
    Chair of the Senate Rules Committee

    Establishment of a quorum

2.  Consideration and approval of the minutes of the November 30,
    2006, and December 14, 2006, Governing Board meetings.

3.  Chief Executive Officer Elaine Bush and the CEA executive staff
    will present an executive update, including a financial report.

3a. The Board will begin implementing the CEA Recruitment and
    Selection Plan for CEA Contract-Executive Positions, adopted by
    the Board in August 2006, to commence a recruitment and selection
    process for the position of chief executive officer; in
    conjunction with that implementation, the Board will confirm
    operation of the CEA Emergency Succession Plan.

4.  CEA Advisory Panel Vice Chair Wayne Coulon will update the Board
    on the proceedings at the November 30, 2006, Panel meeting.

5.  Director of Communications, Public Policy & Mitigation Nancy
    Kincaid will provide an update on mitigation-program and marketing
    activities.

6.  Chief Financial Officer Tim Richison and Assistant Chief Financial
    Officer Mark Dawson will report on staff progress to date in
    analyzing financial-structure options for the CEA.

7.  Mr. Richison will present for Board consideration and approval,
    proposed 2008 financial structures for the CEA's base and
    supplemental programs.

8.  Operations Manager Bob Stewart will propose for Board
    consideration and approval an amendment to the Authority's
    existing contract with AIR Worldwide Corporation, to permit
    additional validation-related modeling analysis of the CEA's
    policy portfolio.

9.  The Board will meet in closed session to discuss personnel and
    litigation matters, as permitted by California Government Code
    section 11126, subdivisions (a) and (e).

10. Public comment on items that do not appear on this agenda and
    public requests that those matters be placed on a future agenda.

11. Adjournment.
