The alternate decision if adopted would deny approval of the application for the merger, but would leave the proceeding open to provide the water companies an opportunity to provide additional evidence that ratepayers will benefit from the merger. The water companies expect that on May 18, 2000, Commissioner Lynch's alternate decision will be considered by the full Commission along with the proposed decision previously issued by the Administrative Law Judge administrative law judge n. a professional hearing officer who works for the government to preside over hearings and appeals involving governmental agencies. They are generally experienced in the particular subject matter of the agency involved or of several agencies. and the Commissioner assigned to the case (Jean Vieth and Henry Duque, respectively), which recommends approval of the merger.
