) has formed a new European aerospace organization called Environmental Control Systems-Europe (ECS-Europe), and has named Philippe Ancelle the organization's vice president.

The newly formed organization aligns AlliedSignal's European environmental control systems manufacturing operations Manufacturing operations concern the operation of a facility, as opposed to maintenance, supply and distribution, health, and safety, emergency response, human resources, security, information technology and other infrastructural support organizations.  into one business with a regional focus and leading market position.

AlliedSignal's ECS-Europe organization comprises manufacturing and repair and overhaul facilities from both Normalair-Garrett Ltd. (NGL NGL - A dialect of IGL. ), which AlliedSignal acquired control of last year, and SECAN SECAN Military Committee Communications Security & Evaluation Agency, Washington  sites. The new entity will offer a wide range of products and full systems engineering capability from its manufacturing site in Yeovil, England, and Gennevilliers, France.

The business will also provide repair and overhaul services at its two major facilities in Bournemouth, England, and Vendome, France. It will operate as part of the Environmental Controls Systems (ECS See eComStation. ) unit of AlliedSignal Aerospace Equipment Systems, which is based in Torrance, Calif.

Ancelle was previously chairman and chief executive officer of SECAN (Societe d'Etudes et de Constructions Aero-Navales), Europe's leading supplier of aircraft heat exchangers. AlliedSignal acquired SECAN in January 1997 after 10 years of joint ownership.

Before joining SECAN in 1985, Ancelle was an executive vice president with Vibrachoc, an aerospace noise and vibration control company based in France. While there he also served as vice president, sales and marketing.

Ancelle holds an engineering degree from France's Ecole Centrale des Arts & Manufactures. He has also completed an executive training program at France's Institute of National Defense.

In Europe, AlliedSignal Aerospace is a leading manufacturer of propulsion engines, auxiliary power units, wheels and brakes, avionics, environmental control systems, engine control and accessories, and power generation and management systems.
