This project is the first of a series of planned partnerships between Allied Telesis Holdings K.K. and NTT America aimed at providing IP Triple Play services to United States military installations worldwide.

Yokota Air Base Yokota Air Base (横田空軍基地 Yokota Kūgun Kichi  is located near Tokyo and borders the cities of Fussa, Tachikawa, Akishima, Musashi-Murayama and Hamura, and the town of Mizuho. It is a key military base and serves as headquarters for U.S. military operations in Japan. Yokota also functions as a transportation staging base.

AT Capital, founded in May 2005, has a track record of delivering IP Triple Play services to forward-thinking communities such as California's San Jose State University. At launch, AT Capital will provide twenty-five television channels broadcasting from the United States, with additional programming scheduled for the future. In addition, AT Capital will offer anytime calling from the base to the United States, without added long-distance charges. Users will also have access to high-speed Internet and e-mail accounts through the service.

For IP Triple Play transmission, NTT America will provide secure, high-speed layer 2 point-to-point Ethernet connectivity between Yokota Air Force Base and Allied Telesis' IP television facilities in LaCrosse lacrosse (ləkrôs`), ball and goal game usually played outdoors by two teams of 10 players each on a field 60 to 70 yd (54.86 to 64.01 m) wide by 110 yd (100.58 m) long. The connectivity is achieved via a Label Switched Path (networking) label switched path - (LSP) The specific path through a network that a datagram follows, based on its MPLS labels.  (LSP LSP - Label Switched Path ) tunnel over the NTT Communications Global IP Network.
